fixes multiple truncate_to_unique inconsistencies 
1. also truncate first dir
2. length of `POWERLEVEL9K_SHORTEN_DELIMITER` is now taken into account
3. set `POWERLEVEL9K_SHORTEN_DIR_LENGTH=0` to truncate even the last dir
